Job Posting

The City of Independence is seeking a qualified individual to fill the position of Clerk-Treasurer. The Clerk-Treasurer reports to a Mayor and six-member City Council and is responsible for planning and directing all financial functions, accounting and reporting for multiple funds, cash management and audit coordination. Other duties include: election management, ordinance enforcement, as well as organizing and attending council and other meetings as needed.


This position requires proficiency in Microsoft Word & Excel, the ability to learn computer operations for municipal accounting, payroll and utility billing, strong organizational skills, accuracy and the ability to multitask.  Candidates must have a professional attitude and appearance and be able to work well with the public, engineers and other professionals. Successful candidates should possess an Associates Degree in Accounting or Business Management. Experience in government finance is preferred.

Job Description

Performs a variety of routine and complex clerical, secretarial, and administrative work in keeping official records. Responsible for administration of the municipal budget and regular reporting to the Mayor and City Council.  Maintains all public records involving ordinances, resolutions, minutes, and certifications and oversight of municipal election procedures. Supervision of the Deputy Clerk. Position requires the exercise of judgment, initiative, and discretion based upon knowledge of Wisconsin State Law and administrative and/or operating policies and procedures. Required to have excellent computer and data processing skills.


Duties and Responsibilities:


  1. Makes presentations to Council, boards, and general public, prepares reports for council meetings as directed.
  2. Communicates official plans, policies, and procedures to staff and the general public.
  3. Develops/maintains centralized personnel records system, maintains related records and submits reports, supervises the preparation of payroll and maintenance of compensation records.
  4. City Clerk/Treasurer is responsible for the collection and disbursement of all monies in accordance with ordinances and Wisconsin Statutes.
  5. City Clerk/Treasurer is responsible fore preparation, maintenance and custodianship of such financial forms, records, and reports as required by ordinance and Wisconsin Statutes.
  6. Attends regular and special City Council meetings; oversees or performs an accurate recording of the proceedings, preparation of the minute's proper legislative terminology, recording, indexing and filing for the public record; distributes information as requested.
  7. Prepares and distributes agendas, materials, minutes and records of meetings.
  8. Files ordinances and resolutions of the council and oversees the codification of ordinances into the municipal code.
  9. Prepares and advertises meeting agendas, bid and other advertisements, and legal notices of public hearings and speacial meetings.
  10. Administers oath of office to public officials.
  11. Administers, coordinates, supervises and conducts elections; and supervises the maintenance of voter registration lists.
  12. Maintains insurance policies and supervises proper accounting for insurance premiums and monitors City's policies to to insure that risk of exposure is at a minimum, supervises the filing of insurance claims on behalf of the city.
  13. Supervises the preparation of special assessment bills, files, liens, collection of assessments and prepares unpaid assessments for inclusion in the tax roll, receives tax roll and bills from county, mails same out, receives and records tax collections, distributes proportionate share of collections to taxing units and makes settlement with county.
  14. Provides public record and information to citizens, civic groups, the media and other agencies as requested.
  15. Coordinates and assist in administration of employee fringe benefits.
  16. Works with financial consultants in preparing bond issues for the City and utilities.
  17. Serves as a notary public.
